A New Type of Workers

Early 2000-2001 176 state and 117 private vocational establishments trained 88,348 professionals in Kazakhstan. Professional schools and lyceums are located practically in all regions of Kazakhstan.

The number of: vocational schools (lyceums) tend to increase as the number of, private ones increase. The enrolment in lyceums; was 38,465 student in 2000-200l with non-state institutions enrolling 1,562 students. Some professional schools see 2.1 applicants for one vacant place.

Reforms aimed at developing higher educational steps led to the role of vocational schools decreasing, as the field of applying this education shrank.

The Government issued a quite relevant resolution on May 15, 2000 “On Further Efforts to Develop Primary and Vocational Training in the Republic of Kazakhstan”. The regional educational authorities led by the regional akimats (administration) are developing programs to train the personnel for various areas of economy. The process of adjusting educational vocational institutions to the market economy is underway. It consists of updating the trade list, expanding such establishments and optimising the personnel training structure. While in the State was the only customer in the past today the types of orders have changed. Customers may be the state and non-state small and medium sized enterprises, employer's unions and associations.

Epilogue

Considering the aforementioned, the training of our citizens as the holders of top qualification is the major and maybe the only task of education At the same time, due to natural sluggishness of any educational process it is necessary to make it more outstripping compared to other measures ensuring the revival of education in the republic.

Education is a very conservative system, it changes and modernises in decades. We should keep the aspects: fundamentality, depth and breadth of education. Unfortunately, frequent changes at the top pedagogic levels make it impossible to build a, strict systematic approach to reforms. But the basic path is laid down: from the Law on Education via stat programs to the introduction of developed concepts.
