The article looks at the main point and dynamics of the Baltic Question during late 1860s – 1871, represents different points of view on this problem expressed in the Russian, Baltic German and Baltic national press and also the governmental position.
Author concentrates the special attention on the Franco-Prussian War as an external factor which had a great influence not only on the public opinion towards the Baltic German nobility and the Latvians and Estonians but also the trends of the official imperial policy on these borderlands in this period.
