expanding the sphere of circulation of Russian currency, including the settlements in the foreign trade. The article is dedicated to the challenges and opportunities of this process, authors formulate criteria for strengthen the status of ruble.

REGIONAL CAPITAL MOBILITY AND THE FELDSTEIN-HORIOKA PUZZLE IN RUSSIA

More than 30 years we can see wide scientific debates devoted to such famous phenomenon within economic sphere as the Feldstein-Horioka puzzle. The main object of this article is a verification of that hypothesis based on the Russian regions' data. It is found that the Feldstein-Horioka puzzle is observed in Russia. So the hypothesis about absolute capital mobility is not rejected. For purposes of the analysis the author uses panel data of 79 Russian regions in period from 2000 to 2011 years. At the same time it is believed that regional institutions play a serious part in capital movements within and inward/outward the country

TO SMALL AND MEDIUM-SIZED MANUFACTURING ENTERPRISES IN THE PRODUCTION OF IMPORT-SUBSTITUTING PRODUCTS IN THE RUSSIAN FEDERATION

In this article the results of research of development of small and medium-sized enterprises (SME) in the manufacturing industry and the trend of significant reduction in the number of SME and their workers. The article examines the factors affecting the reduction, demonstrated the need for a moratorium on raising taxes and mandatory contributions for SME offered the events on State support for SME. These activities will create a stable operation of SME in the manufacturing industry for production of import-substituting products.
