Consumer rights

 

Many countries have legislation in place to protect the rights of consumers. In Britain, they

are protected by laws such as the Sale of Goods Act, the Supply of Goods and Services Act,

the Distance Selling Regulations, the Consumer Protection Act and the Consumer Credit Act.

 

Exercise 1: Here is a summary of some of the key points from these laws, and some other

information which consumers might find useful. Complete the paragraphs with words and

HOW THE INCOMES OF THE CITIZENS WHO ARE OUTSIDE UKRAINE SHOULD BE DECLARED

 

How should the citizens of Ukraine, who are on long-term business trips outside Ukraine and those who work abroad, present a declaration of received income? ANSWER: In 2002 the deadline for presenting the income declaration for the previous year for the citizens whose income was received not at their main work place expires 31 March. But if a citizen failed to present a declaration for considerable reasons by this date, the deadlines may be postponed in accordance with the procedure stipulated by the order of STA of Ukraine, dated 19 March 2001, No. 113 (hereafter-the Order). According to the Order, the deadlines should be postponed by the chief of the state tax service body on the ground of the written natural person's application and documentary evidence that the citizen has been outside Ukraine (particularly, being in sailing on the vessels outside the territory of Ukraine as a member of the crew, limited in free movement in consequence of imprisonment or captivity on the territory of other states, declared by the court decision as absent for unknown reasons or wanted in cases provided for by the legislation or in accordance with the force-majeur circumstances) during the indicated terms. The documents, required for documentary evidence are listed in clauses 2.3 and 2.4 of the Order.

We should remark that the application should be presented by a natural person — taxpayer along with the documentary confirmation in arbitrary form within 30 calendar days following the day of termination of the circumstances, with short and clear explanation of reasons and their grounds for postponing deadlines with reference to the documentary confirmation of the facts stated. The exhaustive index of the appendices indicating the number of pages of each document, their full names and types and numbers (date, number, name of the organization that issued a document) is to be specified in the application. The full name, identification number, place of residence, telephone number, main place of work of the applicant are to be obligatorily indicated. The application should be signed by a natural person and dated. It should be presented to a tax body at the place of permanent residence or at the place of state registration, if the natural person is registered as a business entity. The date of issuing and the number of the state registration certificate are also to be indicated in a sole proprietor's application. The citizen has the right to send such an application to a tax body via mail with the delivery notification. For its turn, the tax body is obliged to take a motivated decision within 20 days from the date of accepting an application and send the decision to the applicant's address via mail with the delivery notification or to deliver it on receipt.
