The structure of educational management

The head educational institution that handles the issues of theory and practice of educational system is the I. Altynsarin Kazakh Academy of Education (KAE). There are three institutes in its structure. They are school and pre-school education, vocational training and high schooleducation. The innovation and analysis centre of continued education keeps track of the application of scientific solutionsarid also links the centres to the departments and the community. The centre for 12-year's education problems investigates into the issues of changeover to the new methodical system of secondary school. The basic tasks of KAE are to define the priorities of the fundamental and applied pedagogical research, approbation and empirical testing of scientific research results, training technologies, new curriculums, programs, textbooks and other kinds of methodical literature as well as the coordination and check of the fundamental and applied research in the system of continued education.

The Republican Scientific and Methodical Centre of Educational Informatization (RSMC) was created onthe premises of the Republican Scientific and Methodical Centre for new educational technologies with the resolution of the Government of the Republic of Kazakhstan. It is also a structural division of the Ministry. One of the priorities of the RSMC in the area of the educational information system is to develop and introduce the information system of managing secondary school. The keeping of statistics reports in the educational system has been automated already. The nearest plans are to ensure a information control system to link the Ministry of Education and Science (MES) of the Republic of Kazakhstan to all of its subordinate up to schools. The centre for informatisation of education is implementing a pilot project «Distant Learning in Rural Schools of the UNESCO Institute to introduce new educational technologies. The project also targets teachers and raises their awareness.

The republican database is in the process of being created. It includes some information on the establishment of further and vocational training education of all property forms that is realising their activity on the territory of Kazakhstan. You can find some information on licenses, addresses, the chiefs of establishments, specialties and the terms of training experts and also partners of high schools and colleges. The national centre of the state educational standards and testing of the Ministry of Education and Sciences of the Republic of Kazakhstan was created with the Government's decision by joining two previously operating republican centres; the Center of Testing and the Center of State Educational Standards. It is now involved in solving the most important problems of the educational system. They are the establishment of necessary standard knowledge standards for pupils by developing the state compulsory educational standards and making the objective assessment of the knowledge, and handling organizational and technical problems for the development of international cooperation in the area of education. That the development of standardization and testing is now in the making the most inconsistent responses of scientists and pedagogues confirm. In particular Professor N. Temirgaliyev considers that “in the Soviet Times the school program was completely supplemented to the university's. Nowadays tests cover only about 10% of the necessary material. Only 1.5 minutes is allotted to do one mathematical problem! Some tests are erroneous! The formulations of questions aren't always clear, they are ambiguous. They are capable of confusing the student”
