On February 2n, 2001 the First f United Congress of Workers of Education and Science took place. The congress underlined the need for their integration in solving strategic problems of economy, specifically in the area of the scientific and technical progress. Three phases of transforming the scientific and social conscience are expected to make the process painless and irrevocable: the first (2001-2010) envisages the increase of competitiveness of products of basic industries, the second (2011-2020) -provides for the creation of science-intensive technologies, , transition to a new 12-year's model of Kazakhstan school, the increase of financing for education and the third (2021 -2030) - the transformation of science into a key and determining resource of development.
The basic documents developed on the bases of the Constitution of the Republic of Kazakhstan charactarise legislation base of educational reforms consisting of the Law “On Education”, State Program “Education” and State Compulsory Educational Standards. The financing of the program “Education” will be carried out within the funds specified in the republican budget for the educational system and also with loans included in the state investment program.
It is not so easy to move a habitual mechanism of state education. After a few years of the intensive research, disputes and estimates specialists in pedagogy have put forward basic, features of educational reforms in Kazakhstan: the support of the available potential; the transformation of institutions given in the conditions and needs of the market economy; the creation of new educational structures; the change of an economical foundation of education and state control over, educational quality.
