Demand in such classes is very high

The reforms of secondary education suggest that teaching in Kazakhstani school must last for 12 years all in all. The need for this changeover arose when in 1997 Kazakhstan signed the Lisbon convention and hence took certain obligations upon itself before the world community. There have been no unanimous voices about such innovation in society yet. The director of the Republican Institute of the Educational Specialist Retraining Berikjan Almukhambetov that plusses of 12-year education lie in creating the conditions for helping an individual self-identify and develop his/her individual abilities, providing more specific career-guidelines, integrating school, and higher school technologies, improving, students’ health by reducing the curriculum loads, reduce' crimes by lessening the influence “the street” the consciousness and civil maturity of the young men and the future soldiers.

The possible scenario of changeover for 12-yea education is based on the maximal use of the existing 11-year comprehensive school. As working scenarios the following models were offered 4+5+3 and 4+6+2. The basic principle of 12-years education is an ability to act in a productive way relying on its own position and building an individual educational trajectory.

The issue is not that our students cannot cope with an eleven-year school program but they can master the program of a secondary school twice as fast. Just at school the pupils should mature, get a profession that will be in demand

Minuses of a 12-year education include the lack of motivation for learning. It is children who are against the increase of years of study at school. Unsolved is the issue of draft of the young people who are finishing high school at 18 years. They have no time for entering a university.

N. Sutemgenov, director of the Almaty Economy and Law College believes that it is better to expand the network of colleges than make children study at school for 12 years. Having trained at a college a student at 16-18 has a profession and thus can work on his own. There is another important social problem. For many poor families it is better to have an extra worker in the family than a student at school.

The issue of a 12-year study is still in air. For a few years it will be discussed until the republic's first experiment of changeover to a new form of education is completed. According to early estimates, the changeover will cost KZT 5 B per year. 48 schools are expected to introduce a 12-year study program. Their graduates will leave school in 2013. But the mechanism for reforms has yet to be developed in Kazakhstan. The first-graders were accepted in 2001 for a 11-year study school.
